Teen texting while driving. (Credit: NHTSA) The Florida Senate has passed the texting and driving bill. It is now on its way to the Florida House. Senate Bill 76, the texting and driving bill, does not allow motorists to hold a smartphone to talk or text. The restriction would be when work employees are present on the road and when moving through a school zone. Everywhere else, the potential changes make it a primary offense, allowing authorities to pull over a driver for texting or talking and driving.
