ESTERO, Fla. — Lee County municipalities are attempting to regulate marijuana dispensaries even as a state law that would legalize marijuana has yet to be passed. Estero city council members have drafted an ordinance to temporarily halt any medical marijuana dispensaries from opening while Bonita Springs is considering banning people from smoking marijuana in public places. Amendment 2, which was narrowly defeated in 2014, is on the Nov. 8 ballot.
