And the budget will also be a top agenda item when Obama meets with his Cabinet. The president wants to boost spending by $74 billion – divided equally between the military and domestic programs. And he wants to raise taxes on the rich and give tax breaks to middle-class and the working poor. Republicans are calling it more taxing and spending.
