Art or wasteful spending?

CHARLOTTE COUNTY, Fla. - A new mural is causing some controversy in Rotonda West. Some residents say the $18,000 price tag is too much especially in a slow economy.
"Taxes are going up and there's no reason for it," says resident Bill Barnes.
That's not what artist Coleen Henry thinks. She says the mural she's painting on a reclaimed water tank is a way to teach about conservation. "I think the message is really important with the population growth here in Florida," says Henry.
Resident Brownwen Giuliano agrees. "I really think it's lovely because we ride our bikes in that area and the first time we did that it was just a plain old water tank."
The water tank is on Telman road, in a very un-populated area. Some residents worry it will never be seen. But, in January that road is being expanded to four lanes as a new evacuation route.
"I think if it enhances the community and its a reminder to people to conserve water and to appreciate nature actually then its money well spent," says Giuliano.
The Englewood Water District says the money for the mural came from regular revenues. Those are funds the district can use however it sees fit.
