SOUTHWEST FLORIDA - A soldier's death on Southwest Florida roadways, outraged the community and sparked action.
Danny Beougher was killed by a hit and run driver.
Police say Ashley East didn't have a license, was drunk and was driving a borrowed vehicle.
Now a new law has been signed by the governor to prevent this and it's already in effect.
He was told it couldn't be done, but Commissioner Bob Janes and State leaders Sen. Burt Saunders and Rep. Gary Aubuchon, helped Captain John Bunch pass the Beougher Bill.
"The fat lady has sung and the governor has signed it," said Capt. Bunch.
It would have penalized the person who lent Ashley East a vehicle, the night police say she drove drunk and killed Beougher.
"We want to make sure that this type of tragedy doesn't happen to any other family," said Senator Saunders.
Senator Saunders supported the bill in the Florida Senate, while Representative Aubuchon headed it up in the house.
"If you loan your car to someone who does not have a driver's license, and you know they don't have a driver's license, then you will lose your license for one year. Plus there is a small fine and potential for jail time. I think folks will think twice before loaning their car," said Sen. Saunders.
"It was wonderful that Captain Bunch came forward with it. Part of being successful in the legislature is having a passion. He brought forth the passion and the desire to get this done. His timing was excellent as he approached us coming right into the legislative session and it feels wonderful that we were able to accomplish that," said Rep. Aubuchon.
Capt. Bunch says he did it for the Beougher's and the safety of your family. "This will prevent people from indiscriminately loan their car to an unlicensed driver who is an accident ready to happen," said Capt. Bunch.

Gross over reaction? Well buck up little campers. Coming soon will be yet another law. If you are drunk and hand your keys to a fellow drunk (to cleverly escape a DUI) ALL WILL BE CHARGED WITH A DUI. It is law in Wisconsin. How does a Policeman find out if you have a valid DL? He says "May I see your license." Ignorance has never been an excuse to break the law. How many would you really loan your car to whom you knew nothing about? Suppose you give aw the keys to the bank where you work? Jail!

What if YOU are drunk and you hand your keys to a fellow drunk with or without a license? In Wisconsin you both get charged with a DUI. Florida wil be next. "How are you suppose to know if a person has a valid DL?" Ask a policeman how they find out. It is not rocket science. Do you think The Criminal who loaned Angela East his car did not know about her record? WANTED IN NY. WANTED IN NJ. SUSPENDED IN FLORIDA. WHO would not know this about fiance? You better make it your business to know.

The fault lies with the person who took the drink knowing she would have to drive home, the person who served the drink and the people the driver was with that knew she was under the influence when she got behind the wheel. Common sense tells me that when liquor is served at bars restaurants etc the patrons who DRIVE there and drink while there WILL HAVE TO DRIVE HOME. I wonder if lawmakers are tanked when they make liquor so acessable. Then you have the folks who drink in private homes.

Ok, how are we supposed to know wether or not this person does or does not have a license? They can still have their actual license in their hand to show, but how are we supposed to know if it's not suspended?
