WASHINGTON (AP) - Federal Reserve Chairman Ben Bernanke will return to Capitol Hill today, where he'll testify to the House Financial Services Committee.
 
Yesterday before the Senate Banking Committee, Bernanke painted a bleak picture of the U.S. economy and warned that it'll get worse if Congress doesn't soon agree on how to avert a budget crisis.
