FLETCHER, N.C. (AP) - President Obama says congressional Republicans are saying no to the American people by blocking his jobs plan.
    
Obama kicked off a three-day bus tour through North Carolina and Virginia on Monday by calling on Congress to follow up last week's Senate vote shelving the plan by acting on individual pieces of it.
    
Obama noted a recent survey showing public backing for the plan.
    
White House officials expect Obama's $35 billion proposal to prevent layoffs of firefighters, teachers and police will be the first piece that Democrats try to get the Senate to pass.
    
At the Asheville, N.C., airport, Obama also noted that his $50 million infrastructure plan would help fund work to rebuild a runway and taxiway that are too close together.
