Virginia prosecutor doesn't plan to charge adoptive mother

 WASHINGTON  - A prosecutor in Virginia says he doesn't plan to file charges against a woman who sent her adopted 7-year-old back to Russia.

Loudoun County prosecutor Jim Plowman says he doesn't have jurisdiction in the case. The woman is from Tennessee, where authorities are investigating child abandonment charges. But a district attorney in Tennessee said yesterday that because the child flew alone out of Dulles International Airport in Virginia, charges might have to be filed in Virginia.

The boy was put on a flight with a note saying he was violent and had severe psychological problems. The U.S. ambassador to Russia told CBS today the boy is "in good hands" in Russia, where he's being cared for in a Moscow hospital.
