COLLIER COUNTY, Fla.- Exclusive video on WINK News shows a Collier County SWAT team surrounding a home on Hilltop Lane Sunday night, guns ready, negotiating with a husband and wife, Robert and Deborah Moulton, who were barricaded inside.

"This just turned into a horrible scene last night."

That's the voice of Deborah Moulton's sister, Darla. Speaking only to WINK News, she tells me this tragedy could have been prevented.

"The torment and her harassment that she has been putting up with from this neighbor terrorizing her," said Darla.

WINK News did some digging and learned the Sheriff's Office visited Moulton's home and the home of their neighbors, Sergev Chepchugov and Olga Kolesnikova, 46 times in times in the past ten years.

"I've been hearing my sister's story for years and she may of had some disagreements with this neighbor and they may have exchanged a few words."

Now Robert Moulton is in jail facing murder charges. And his neighbor, Sergev Chepchugov is dead. Darla claims Sunday's incident startged because of a fighter over the Moulton's dog. The feud got so bad, Chepchugov's wife filed a restraining order aganist Deborah Moulton in 2010 for what she said were repeated theats and attacks.

"He jumped the fence, and he had her on the ground, he was choking her, and just beating her head into the ground."

That's when Darla says Robert Moulton rushed in.

"I am certain that when my brother-in-law came out, and saw my sister on the ground being choked and her head being bashed into the ground, that he had every reason to believe her life was in danger."
