TALLAHASSEE, Fla. (AP) - Gov. Rick Scott's higher education task force wants Florida to hold the line on tuition for community college students who transfer to universities after two years.
    
The panel on Monday tentatively agreed to recommend that four-year tuition for such two-plus-two students be limited to no more than $15,000 until Florida's unemployment drops to 7 percent or below for students in programs of strategic emphasis.
    
The seven-member Blue Ribbon Task Force on State Higher Education Reform will meet on Nov. 6 - Election Day - to take final votes on its recommendations.
    
They include giving the Board of Governors a bigger role in budgeting and the selection of university presidents. The board oversees Florida's 12 public universities and currently has approval authority on presidents selected by local boards of trustees.
