HOLIDAY, Fla. (AP) - Pasco County officials are investigating after a puppy with guaze and medical tape wrapped around his neck was found floating on a palm frond in a canal.

The county's animal control department responded to a call Thursday from a passerby who spotted the 6-to-8-week-old pit-mix.

Interim Animal Services Manager John Malley says it looked like someone had tried to crop the puppy's ears and "when it didn't go well, they threw him in the canal."

One of the dog's ears was amputated and the other had a severe cut. Officials say the puppy suffered from hypothermia.

Malley says the puppy is in stable condition at the Land O'Lakes animal shelter.

An investigation continues.
