CAPE CORAL, FL- Cape Coral Police say they caught a man in the act of stealing from the new VA clinic construction site.
This isn't the first time the site has been targeted for crime.

Jim Bradley who works across the street from the site says,"This is more or less the boondocks, and it can really dark over here, that street over there, I can see how it could be easy to steal something.

Bradley says he's heard of the problems this site has had.

"I'm surprised they don't steal from us."

Police are hoping the stealing is over now that Richard Ball has been arrested.
Police got a tip the site would be burglarized yet again and set up surveillance.
They caught ball hiding in the woods with copper tubing, something that upsets his father.

Ball's dad Richard Ball says, "Some people learn their lessons when they stick their finger in the fire for the first time, they don't ever do it again unless it is an accident, two three more times, they get what they deserve."

Police say when questioned ball admitted he "was up to no good." and told officers that he was stealing to feed his four step children. His father says there's more to the story.

"Drugs have a strong hold on you."

He says his son has had a drug problem for years now, but showed signs of recovery. now he says he's lost his sympathy.
