Cape Utilities hasn't been shutting off customers who haven't paid their bills for the last five months. It's because it was waiting until the new billing system went online.

Three hundred customers within the last two days have been shut off now that the new billing system is online.

Dozens of people flooded the customer service center, desperate to get their water turned back on. Cape Utility officials say they focused on customers who haven't paid for two months or more.
