TAMPA, Fla. (AP) - U.S. Education Secretary Arne Duncan is in Florida, where he will participate in a panel with Hillsborough County school officials and two of the nation's top union leaders.

Duncan will highlight the district's plans to increase teacher effectiveness with a $100 million grant from the Bill & Melinda Gates Foundation. He'll also discuss Hillsborough's labor management contract with teachers.

Duncan will be joined by the presidents of the American Federation of Teachers and the National Education Association.

On Wednesday, Duncan participated in a ribbon cutting ceremony in Jacksonville for the opening of Florida's first KIPP school. The Knowledge is Power Program operates charter schools nationwide that offer a rigorous curriculum and longer school days.
