Senate Bill 76, the texting and driving bill, does not allow motorists to hold a smartphone to talk or text. The restriction would be when work employees are present on the road and when moving through a school zone. Everywhere else, the potential changes make it a primary offense, allowing authorities to pull over a driver for texting or talking and driving.
