Arrest made for fatal DUI crash from October

Cape Coral police say they arrested a man who was responsible for a fatal DUI related crash back in October of 2018.

According to CCPD, Brett Dwight Pelham, 16, was behind the wheel when he failed to stop at a stop sign while going almost twice the posted 45 mph. speed limit. Police say “his actions directly contributed to the death of” Jill Marie Mandeville, 33.

A blood sample was obtained from Pelham, which later showed positive for THC and metabolites.

According to police, he was also operating a the vehicle in a reckless and negligent manner, did not have a valid driver’s license and caused a fatality in violation of the laws against Operating a Motor Vehicle Carelessly or Negligently Causing Death Without Having a Driver’s License.

On February 8, 2019, Major Crash Investigator Officer D. Gray responded to Pelham’s home address as part of a follow-up investigation. Officer D. Gray located the teenager walking in the 500-BLK of SW 7th PL and arrested him without incident. At the time of arrest, he was in possession of a Juul Vape e-cigarette which contained THC oil.

The suspect was charged with DUI Manslaughter, Vehicular Homicide, Driving Without a License Causing Death, and Possession of a Controlled Substance.
