FORT MYERS, Fla. — Tropical Storm Otto is still categorized as a tropical storm, but is expected to strengthen to a hurricane, WINK Meteorologist Matt Devitt said. The storm has wind speeds of 70 mph, according to the National Hurricane Center. Otto will bring high wind speeds and rain to portions of Costa Rica and Nicaragua.
