CARACAS, Venezuela (AP) – U.S. Vice President Joe Biden and Venezuelan President Nicolas Maduro exchanged a cordial-looking handshake and briefly discussed the shattered relations between their two countries on New Year’s Day.

The spontaneous meeting came two weeks after President Barack Obama signed legislation to impose sanctions on Venezuelan officials accused of violating human rights. Last week, Maduro accused the U.S of waging a war to destroy the South American country’s socialist revolution.

A U.S. administration official said Maduro told Biden he wanted to improve U.S.-Venezuela ties but was concerned about the move to impose sanctions. The official requested anonymity to discuss private diplomatic conversations.
